Rex Halverson


Rex Halverson founded his tax firm in 2005. He specializes in tax controversies (Audits and Appeals), transactional tax advice and tax credits and his breadth of experience includes franchise, income, sales and use, property, payroll, fuel and business license tax matters.

Prior to starting up his firm, Rex worked for KPMG (one of the Big 4 Accounting Firms) where he was a Director and Practice Leader for Controversy and Consulting – Western Region in the State and Local Tax Practice.

From 1995-1998, Rex served as California Deputy State Controller-Taxation for Kathleen Connell, the former California State Controller. While serving as Deputy State Controller-Taxation, Rex was responsible for representing the Controller on the Board of Equalization (now known as the California Department of Tax and Fee Administration or CDTFA) and Franchise Tax Board.

Rex began his tax career in Bank of America’s Tax Department in San Francisco. While at the Bank, he also taught the course “California Taxation” in the Graduate School of Taxation at Golden Gate University in San Francisco. He is the former Vice Chair of the California Chamber of Commerce Statewide Tax Committee and a member of the California State Bar, Tax Section.

Rex received his law degree from the University of California, Hastings College of the Law and his Bachelor of Arts degree from the University of California at Davis.

Todd Gilman

Todd Gilman

With a total of 32 years of California state service Todd has a very good understanding of what taxpayers face on a daily basis as they maneuver the many pitfalls of California taxation. He has more than 18 years of advocacy experience so he understands the importance of having an advocate you can trust when dealing with stressful tax issues.

Todd spent the last 18 years of his career in the Taxpayers’ Rights Advocate Office in the State Board of Equalization (BOE) and its successor, the California Department of Tax and Fee Administration (CDTFA) fighting for taxpayers’ rights and ensuring taxpayers were treated fairly and respectfully. For over 13 of those years, he actually headed this office. The CDTFA and BOE are charged with the assessment and collection of more than 35 different taxes so he has the in-depth knowledge, skills and abilities to tackle just about any taxpayer issue. During that time he spearheaded a number of statutory, regulatory and tax policy changes that leveled the playing field for both business-owners and individuals.

In his ombudsman capacity, Todd facilitated the resolution of tens of thousands of taxpayer issues, problems, complaints and disputes involving businesses and individuals. He also monitored provisions of the Taxpayer Bill of Rights, and recommended new procedures or revisions to existing laws and policies to ensure taxpayers rights were being protected during the assessment and collection of taxes and fees. Lastly, he developed California’s first tax clinic, allowing taxpayers an opportunity to access legal assistance on tax matters under appeal.

Todd received his Bachelor’s degree in Business Administration from California State University, Fresno.

Casey Kane

Casey Kane

Casey Kane is a part-time associate at Rex Halverson & Associates in Roseville, CA.

Casey has been regularly recognized for exceptional customer service skills and her can-do attitude. Kane is also a longtime volunteer at the Salvation Army where she coordinated the annual Association of Realtors Can-Tree Food Drive. During her downtime, Kane enjoys spending time with her husband, their twin teenage boys, their Goldendoodle Bochy and rooting for the San Francisco Giants.

Sarina Mugino

Sarina Mugino, having finished her first year at the UC Davis School of Law, has joined our firm as a Summer Legal Intern. She strives to be as involved as she can be–notably becoming the president of King Hall’s Entertainment and Sports Law Society and volunteering in the Davis community.

Sarina values and strives to foster human relationships and connection. This is evidenced through her vast experience in fast-paced and high-volume environments and her consistency with delivering and exceeding client’s service expectations. It is Sarina’s desire to help people, and she hopes to continue using her experience and education to build a career that will positively impact the world and those living in it.

With passion, motivation, and determination, Sarina is enjoying law school, her work, and everything else that comes with following her dreams.
